Richmond Awards £17.9 Million Day Services Partnership to Two Community Providers

The London Borough of Richmond upon Thames has awarded its Richmond Day Services contract to Age UK Richmond upon Thames and St Augustine’s Community Care Trust.

The contract covers day services for adults with eligible care needs, supporting older people with complex needs and working-age adults with neurological conditions.

The contract has a value of £17.95 million and is expected to run from 1 October 2026 to 30 September 2031, with the option to extend for a further five years, potentially taking the agreement through to 30 September 2036.

Community Partnership Approach

The Council awarded the contract through a direct award under the Light Touch Regime, citing technical reasons for the absence of competition.

According to the award notice, the Council considers the arrangement to be a mutual co-investment community partnership agreement rather than a free-standing service contract. Following extensive pre-commissioning engagement, the Council concluded that Age UK Richmond upon Thames and St Augustine’s Community Care Trust were the only providers able and willing to co-invest, work in partnership and co-design, co-develop and deliver the required service transformation.

The Council also stated that previous competitive procurements had not resulted in satisfactory providers and that market engagement demonstrated there were no reasonable alternative suppliers able to meet its specific requirements.

Contract Award

The earliest date the contract may be signed is 15 September 2026, with services expected to commence on 1 October 2026.
