Outcomes Matter Consulting Awarded £18.7k West Northamptonshire Adult Social Care Contract

The Improvement and Development Agency for Local Government (IDeA) has awarded Outcomes Matter Consulting Ltd a contract to support the baselining and reshaping of West Northamptonshire Council’s adult social care “Front Door”.

The work will support West Northamptonshire Council in remodelling and strengthening its initial point of contact for residents, families and professionals seeking advice, reporting concerns or requesting assessments for care services. The project will focus on enabling help, preventing or delaying the need for long-term services and connecting people with community support.

Outcomes Matter Consulting will establish a baseline of the current situation, including who is delivering activity at the front door and how it is experienced. The work will also include analysis of who is and is not reaching the council, the routes being taken and significant cohorts based on volume and value.

Using the baseline and evidence of good practice elsewhere, the contractor will identify opportunities to improve the adult social care front door, including potential quick wins that could expand access to support and information, advice and guidance. The work may consider technology solutions, staffing configurations, skills development and partnership working.

As a minimum, the contractor is expected to provide a final report setting out findings from the baseline analysis and clear recommendations.

The contract is valued at £18,720 including VAT and is expected to run from 19 August 2026 until 31 October 2026.

The award decision was made on 14 August 2026, with the earliest contract signing date stated as 17 August 2026.

A total of 12 tenders were received and all 12 were assessed in the final stage. All were submitted by SMEs. Outcomes Matter Consulting Ltd, which is identified as an SME, was selected as the successful supplier, with 11 suppliers unsuccessful.

The procurement was conducted as a below-threshold open competition and is classified under Health and social work services.
