East Midlands Crossroads Awarded £423k Cardiff and Vale Short Breaks Contract

Cardiff and Vale University Health Board has awarded a contract for the delivery of its Short Breaks 2026-2029 service to East Midlands Crossroads-Caring for Carers.

The contract will support the Regional Partnership Board’s requirement for a third sector organisation to employ and facilitate the work of the Short Breaks Community Facilitator, including managing small grants for unpaid carers. The service will also involve developing and delivering processes in collaboration with statutory organisations.

East Midlands Crossroads-Caring for Carers has been awarded the contract at a value of £423,000 excluding VAT, or £507,600 including VAT.

The award decision was made on 12 August 2026, with assessment summaries sent to tenderers on 13 August. The standstill period is due to end on 24 August 2026, with the contract expected to be signed no earlier than 25 August.

The contract is estimated to run from 25 August 2026 until 31 March 2029, with a possible extension to 23 August 2029. Any extension will be taken in monthly tranches.

Two tenders were received and both progressed to the final assessment stage. Both were submitted by voluntary, community and social enterprises, while neither was submitted by an SME. One supplier was awarded the contract.

The procurement was conducted through an open procedure and covers social work and related services in Cardiff and the Vale of Glamorgan.

East Midlands Crossroads-Caring for Carers is based at 19 Pelham Road, Nottingham, and is identified in the award notice as a voluntary, community or social enterprise. It is not classified as an SME.

NHS Wales Shared Services Partnerships managed the procurement on behalf of Cardiff and Vale University Health Board.
