London Borough of Lewisham Awards Home-Based Parenting Support and REAL Programme Contract

The London Borough of Lewisham has awarded a contract for the delivery of Home-Based Parenting Support, including the Raising Early Attainment in Literacy (REAL) Programme, to Home-Start Southwark and Lewisham.

The contract aims to improve wellbeing and developmental outcomes for children aged 0–5 by strengthening parents’ skills, confidence, resilience and positive social networks. It will also enable the council to continue meeting the requirements of the Department for Education’s Best Start in Life Programme, including the provision of parenting support through outreach peer support models and delivery of the evidence-based REAL home-learning programme.

The contract has a value of £326,941 excluding VAT (£440,000 including VAT) and is scheduled to run from 1 August 2026 to 31 July 2029.

Competitive Procurement

The contract was awarded following a below threshold open competition under the Light Touch regime.

A total of six tenders were received, with five progressing to the final assessment stage. All five final tenders were submitted by small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs). Home-Start Southwark and Lewisham was selected as the successful supplier.

The award decision was made on 6 July 2026, with the earliest contract signature date set for 31 July 2026.
