NHS SY ICB - Doncaster Place - Emergency Tele Dermatology service
Ozone Health Limited
South West
Torbay Council has selected ABL Health Limited to deliver a Specialist Stop Smoking Service, with a contract value of £3.59m including VAT (£2.99m excluding VAT).
The service will support adult residents in Torbay to reduce or quit smoking and long-term vaping. It will include public awareness campaigns, training for local workers and volunteers, self-directed support tools, and behavioural and pharmacological support delivered in person, by telephone and through a digital app-based service. Outreach will also target underserved groups.
The provider will be expected to maintain a competent workforce, follow national guidance and work with local partners to reduce smoking prevalence, supporting the UK Government’s smokefree 2030 ambition.
The contract is estimated to run from 1 April 2027 to 31 March 2030, with a possible extension of up to three further years, until 31 March 2033, or until the allocated budget is exhausted, subject to the contract terms.
Torbay Council recorded its award decision on 19 October 2026. The standstill period ends on 2 November, and the earliest date for contract signature is 11 November 2026. The notice therefore identifies ABL Health Limited as the selected supplier but does not confirm that the contract has been signed.
