The Ministry of Justice (MoJ) has named suppliers across four lots of its Community Accommodation Services (CAS) open framework, with a maximum estimated value of £2bn excluding VAT.
The framework will provide temporary accommodation and associated support for people leaving custody, serving sentences in the community or released on bail. The services aim to support public protection, offender management and resettlement, including preventing homelessness following release from prison.
The four lots cover independent approved premises accommodation and support, general community accommodation and support, temporary accommodation with floating support, and alternative community accommodation for individuals with specialist service needs.
Lot 1, Independent Approved Premises Accommodation and Support, is valued at £347m and has 14 appointed suppliers:
The lot covers 24-hour staffed community residences providing temporary accommodation and close monitoring for high-risk prison leavers and people on probation.
Lot 2, Accommodation and Support, is valued at £307m and has eight appointed suppliers:
Services will support individuals leaving custody, released from court on bail and other eligible groups.
Lot 3, Temporary Accommodation and Floating Support, is valued at £1.244bn and has 13 appointed suppliers:
The lot provides short-term transitional accommodation for prison leavers at risk of homelessness, alongside basic floating support.
Lot 4, Alternative Community Accommodation with Support Services, is valued at £113m and has 40 appointed suppliers:
This lot covers alternative accommodation and support for people within the criminal justice system whose needs require different service arrangements.
The award decision date for all four lots was 26 August 2026. The standstill period ends on 21 October 2026, and the earliest date for signing the framework agreements is 2 November 2026. The estimated contract period runs from 2 November 2026 to 1 November 2034.
The MoJ states that the open framework will allow new suppliers to apply at planned reopening points. Admission does not guarantee individual call-off contracts, which will ordinarily be awarded through competition among suppliers appointed to the relevant lot. The £2bn maximum represents potential aggregate contract value over the framework’s duration and is not a commitment to spend.
