SOL Specialist Domestic Abuse Perpetrator Intervention & Disruption Service 2027

Solihull Metropolitan Borough Council is seeking to commission a Specialist Domestic Abuse Perpetrator Intervention & Disruption Service to support its Perpetrator Tiered Approach to Intervention model. The service is intended to reduce and mitigate the impact of domestic abuse by providing specialist expertise, workforce development, and intervention support across key local services.

The commissioned provider will deliver co-located Domestic Abuse Senior Practitioners within Children’s Services, Adult Social Care Teams and Solihull Community Housing. The service will provide specialist advice on risk assessment, safety planning, perpetrator disruption, and appropriate interventions where domestic abuse has been identified.

The provider will also support professionals through case surgeries, attendance at complex case reviews and strategy meetings, guidance on safe home visits, and advice on engaging safely with perpetrators while maintaining the safety of victims, survivors and children.

Alongside frontline support, the service will deliver flexible multi-agency training covering a range of domestic abuse themes, including coercive control, stalking and harassment, de-escalation, motivational interviewing, victim blaming language, bilateral allegations, safeguarding practice, and risk assessment. The model is expected to remain responsive to emerging reforms and evolving partnership arrangements, including future developments such as the Children’s Services Families First reforms.

Delivery Length – 1 April 2027 to 31 March 2030, with the option to extend for up to a further two years until 31 March 2032

The procurement is being conducted as a below threshold open competition under the Light Touch regime.

The initial contract term is three years, with an option to extend for up to a further two years, subject to achievement of required outcomes, KPIs and the availability of funding.
