CS6098 – Children in Care PEP and Attendance Monitoring

The London Borough of Tower Hamlets is seeking a government-approved provider to deliver a comprehensive digital solution to support the education of children in care through enhanced attendance monitoring, Personal Education Plan (PEP) management, and outcome tracking.

The solution will provide real-time attendance monitoring with same-day absence verification, alongside a secure web-based platform enabling staff, carers and social workers to collaboratively create and manage Personal Education Plans. The Council is also seeking improved analytics and longitudinal tracking of attendance, engagement, attainment and educational progress to support the statutory responsibilities of the Virtual School.

According to the specification, the new system must address the current gap in pupil outcome tracking, which is largely managed manually, while supporting future expansion to additional cohorts such as children with a social worker and those in kinship care.

Contract Value – Estimated £151,200 excluding VAT (£181,440 including VAT)

Delivery Length – 7 September 2026 to 6 September 2029, with the option to extend for a further 12 months to 6 September 2030

  • Quality – 60%
  • Price – 30%
  • Social Value – 10%

Service Requirements

The digital solution must:

  • Provide real-time attendance monitoring and same-day absence verification for children in the Council’s care.
  • Enable the collaborative creation and management of Personal Education Plans (PEPs) through a secure online portal.
  • Deliver analytics, strategic dashboards and longitudinal outcome tracking covering attendance, engagement, attainment and educational progress.
  • Support the Virtual School’s statutory duties and align with Ofsted expectations.
  • Meet Department for Education approval or authorisation requirements, together with relevant UK standards for access, security and data protection.

The solution must also support the evolving remit of the Virtual School, including provision for related cohorts where appropriate.
