Resilience, Inclusion, Strengths and Enablement (RISE)

Cornwall Council is seeking a provider to deliver its new Resilience, Inclusion, Strengths and Enablement (RISE) service, commissioning short-term, trauma-informed prevention and enablement support for adults with a range of support needs.

The RISE model is designed to help adults experiencing challenges related to homelessness, mental health, drug or alcohol use, neurodivergence or learning disabilities. The service will focus on enabling people to secure and sustain accommodation, develop practical life skills, improve wellbeing, build emotional resilience and strengthen connections within their local communities.

Deadline – 16 October 2026, 5:00pm

Contract Value – £16,529,000

Delivery Length – 1 April 2027 to 31 March 2030, with the option to extend for a further two years to 31 March 2032

Service Overview

The commissioned service will deliver:

  • Short-term, trauma-informed prevention and enablement support.
  • Assistance for adults with support needs linked to homelessness.
  • Support for individuals experiencing mental health needs.
  • Support for people affected by drug or alcohol use.
  • Services for people who are neurodivergent or have learning disabilities.
  • Practical assistance to help people secure and maintain suitable accommodation.
  • Support to develop independent living skills, improve wellbeing and build resilience.
  • Interventions that strengthen community connections and social inclusion.

Evaluation Criteria

Tenders will be assessed using:

  • Quality (Method Statements) – 60%
  • Price – 30%
  • Social Value – 10%

Regulatory Requirements

Providers will be expected to:

  • Hold appropriate Care Quality Commission (CQC) accreditation.
  • Demonstrate experience through relevant contracts as part of the technical selection requirements.

Procurement Information

The procurement is being undertaken using a Competitive Flexible Procedure under the Light Touch regime.

The process will consist of two stages:

  • Stage 1 – Compliance, Procurement Selection Questionnaire (PSQ) and Financial Standing assessment on a pass/fail basis.
  • Stage 2 – Evaluation of Quality, Price and Social Value, with the contract awarded to the Most Advantageous Tender (MAT).

Tender documentation will be made available through the Invitation to Tender following publication.

The RISE model represents a significant investment in preventative, community-based support, bringing together housing, mental health and wider enablement services to help adults live independently while reducing the risk of homelessness and social exclusion.
