Cornwall Council is seeking a provider to deliver its new Resilience, Inclusion, Strengths and Enablement (RISE) service, commissioning short-term, trauma-informed prevention and enablement support for adults with a range of support needs.
The RISE model is designed to help adults experiencing challenges related to homelessness, mental health, drug or alcohol use, neurodivergence or learning disabilities. The service will focus on enabling people to secure and sustain accommodation, develop practical life skills, improve wellbeing, build emotional resilience and strengthen connections within their local communities.

The procurement is being undertaken using a Competitive Flexible Procedure under the Light Touch regime.
