NHS Wales Shared Services Partnership – Procurement Services, hosted by Velindre University NHS Trust, is procuring an All Wales Independent Mental Capacity Advocacy (IMCA) service on behalf of six Welsh Health Boards.

The procurement covers the delivery of Independent Mental Capacity Advocacy (IMCA) services together with Paid Relevant Person Representative (RPR) services and ad-hoc spot purchase arrangements across Wales. The opportunity has been divided into multiple lots to reflect the commissioning requirements of each participating Health Board.

  • Lot 4a – Cardiff and Vale University Health Board IMCA Services

  • Lot 5a – Hywel Dda University Health Board IMCA and Paid RPR Services

Buyer – NHS Wales Shared Services Partnership – Procurement Services (hosted by Velindre University NHS Trust)

Deadline – 5 August 2026, 12:00 noon

Contract Value – £11,356,885

Delivery Length – Varies by lot. Most contracts commence on 1 January 2027 for an initial 24 months, while Hywel Dda and Swansea Bay commence on 1 June 2027 for an initial 18 months. All lots include the option to extend for up to three further 12-month periods, with contracts running until 31 December 2031 if fully extended.

Service Overview

The procurement seeks providers to deliver:

  • Independent Mental Capacity Advocacy (IMCA) services.
  • Paid Relevant Person Representative (RPR) services where applicable.
  • Ad-hoc spot purchase advocacy services for participating Health Boards.

Procurement Information

The procurement is being undertaken using an Open Procedure under the Light Touch regime.

For several Health Boards, there is a requirement for a single provider to deliver services within each sub-lot, while other Health Boards have indicated a preference to award individual lots to different providers where appropriate.

Tender submissions must be made electronically through the eTenderWales procurement portal.

The opportunity represents a significant all-Wales commissioning exercise for Independent Mental Capacity Advocacy services, supporting statutory advocacy provision across multiple Health Boards through a coordinated procurement approach.
