Wrexham County Borough Council Renews School Counsellor Contract with Freedom From Within Therapy

Wrexham County Borough Council has awarded a contract to Freedom From Within Therapy to continue providing a school-based counselling service for young people attending the county’s Pupil Referral Unit (PRU).

The council said young people attending the PRU are often “hard to reach” and can find it challenging to access support services unless consistent and trusting relationships are established. Following a review of the services previously delivered by Freedom From Within Therapy, including formal evaluations, the authority decided to renew the below-threshold contract and increase the provision from two days to two-and-a-half days per week.

The council stated that undertaking a new procurement process, which could result in a different provider delivering the service, would have a detrimental impact on young people currently receiving counselling, as well as those intending to access the service, where established relationships and familiarity with the existing provider are considered important.

The contract has a value of £42,900 excluding VAT (£51,480 including VAT) and is expected to commence on 3 August 2026, running until 30 July 2028.

The contract was awarded through a below-threshold procurement without competition, with the award decision made on 29 June 2026. The contract is expected to be signed on 16 July 2026.
