Westminster Appoints 17 Providers to £47.2 Million Passenger Transport Framework

Westminster City Council has established a new Passenger Transport (Taxis) & Travel Care Open Framework to provide transport services for vulnerable children, young people and adults.

The framework has been established under the Procurement Act 2023 using the Open Procedure and will operate as an Open Framework over an eight-year period, with three procurement iterations (3+3+2 years).

Framework Issue 1 will run from 6 August 2026 to 31 July 2029, with future reopening opportunities anticipated in 2028/29 and 2031/32.

The framework has a maximum value of £47.2 million excluding VAT, with anticipated expenditure across the framework series currently estimated at £45.48 million excluding VAT.

A total of 17 suppliers have been appointed to the framework:

Competitive Procurement

The framework was awarded following an open procedure.

A total of 30 tenders were received, with 17 assessed at the final stage. Of those successful suppliers, 11 are small and medium-sized enterprises (SMEs) and one is a voluntary, community and social enterprise (VCSE).

The award decision was made on 22 July 2026, with assessment summaries issued on 24 July 2026. The earliest date the framework may be signed is 6 August 2026.
