Shelter Awarded Sheffield Housing Support Contract for People in Drug Treatment Recovery

Sheffield City Council has awarded the Home At Last Team (HALT) – Housing Support Service contract to Shelter.

The service is designed to improve long-term recovery outcomes for people in drug treatment by providing targeted housing support as part of the wider recovery framework. Building on the HALT project, which commenced in 2021, the service will support people with substance use issues into structured treatment and sustainable accommodation, while helping to reduce rough sleeping and prevent homelessness among those at risk.

The contract has a value of £591,000 excluding VAT (£709,200 including VAT) and is expected to run from 1 October 2026 to 31 March 2029, with the option to extend for a further 12 months, potentially taking the contract through to 31 March 2030.

Competitive Procurement

The contract was awarded following an open procedure under the Light Touch Regime.

A total of two tenders were received, with one assessed at the final stage. The final-stage submission was made by a voluntary, community and social enterprise (VCSE).

The award decision was made on 24 July 2026, with assessment summaries issued on the same day. The earliest date the contract may be signed is 4 August 2026.
