Peterborough City Council Awards Mental Health Community Inclusion & Recovery Services Contract to CPSL Mind

Peterborough City Council has awarded a contract to Cambridgeshire, Peterborough and South Lincolnshire (CPSL) Mind Ltd to deliver Mental Health Community Inclusion & Recovery Services.

The service focuses on early intervention and prevention support for people living with mental health needs. It will provide opportunities for people with all levels of mental health needs to access peer support, receive light-touch information, advice and guidance, engage meaningfully with their community, form valuable relationships, and better maintain their recovery.

At a system level, the service aims to prevent lower-level mental health needs from escalating, contribute to reducing demand on intensive secondary mental health services, and help prevent, reduce or delay adult social care needs for people with severe and enduring mental health conditions.

The contract has an estimated value of £620,508.73 excluding VAT (£744,610.48 including VAT) and is scheduled to run from 1 September 2026 to 31 August 2029, with the option to extend twice by 12 months, potentially taking the contract through to 29 August 2031.

The award decision was made on 28 July 2026, with assessment summaries issued to tenderers on the same day. The standstill period ends on 7 August 2026, with the earliest contract signature date set for 14 August 2026.

The procurement was carried out using an open procedure under the Light Touch Regime.

Competition

A total of 11 tenders were received, with seven assessed at the final stage. Of these:

• Three were submitted by small and medium-sized enterprises (SMEs).
• Two were submitted by voluntary, community or social enterprises (VCSEs).
• One supplier was awarded the contract.
