PMCV 029 Drug and Alcohol Recovery and Treatment Services

Shropshire Council has launched a major procurement for drug and alcohol treatment, recovery and support services across the county, with an estimated total contract value of £51.47 million.

The Council states that the future service model is intended to enable people to achieve and sustain recovery, reduce harm and improve wellbeing. Through timely, trauma-informed and person-centred interventions, the services will support adults, young people and their families, while helping individuals rebuild healthy and fulfilling lives within their communities.

According to the procurement documents, the Council will act as a commissioner of services rather than a direct provider and is seeking organisations capable of delivering services aligned with its vision and key principles, including recovery, harm reduction, accessibility, partnership working, financial sustainability and lived experience involvement.

The opportunity has been divided into three lots, with suppliers able to bid for a maximum of two lots.

Lots Available

Lot 1 – Drug and Alcohol Recovery and Treatment Services

The core services include:

  • County-wide treatment and recovery services for adults and young people
  • Management of pharmacological prescribing across the county
  • Same-day rapid prescribing
  • Non-medical prescribing
  • GP Shared Care
  • Pharmacy dispensing and observed consumption
  • Harm reduction interventions, including needle and syringe programmes
  • Support for people rough sleeping or at risk of rough sleeping who use substances
  • Support for people in the criminal justice system who use substances

The Council’s priorities include supporting people to overcome substance dependence, reducing harm and deaths, reducing unmet need, delivering assertive outreach across Shropshire communities, operating service hubs and delivering a person-centred trauma-informed approach.

Lot 2 – Diversionary Activities

The core service will provide diversionary activities for people accessing drug and alcohol recovery services.

The procurement documents state that these activities should provide structured alternatives to substance use and support individuals to stabilise, build confidence, develop new skills and experience achievement. The service should also seek to increase engagement with treatment, reduce harm and strengthen social networks.

Lot 3 – Lived Experience Recovery Organisation (LERO)

This lot covers the development of a Lived Experience Recovery Organisation for Shropshire.

The procurement documents describe the service as an independent peer-led organisation led by people with lived experience of drug and/or alcohol recovery, providing peer support, recovery support and routes into treatment and wider community assets.

The Council states that the organisation should strengthen recovery-oriented systems of care, provide accessible peer-led support, support people to initiate and sustain recovery, promote wellbeing and community inclusion, and contribute to local service development through co-production and feedback.

Procurement Process

The procurement is being undertaken through a Competitive Flexible Procedure under the Procurement Act 2023 and will follow a two-stage process.

The process will include a Selection Questionnaire, Initial Tender submission and evaluation, negotiation with shortlisted suppliers, Final Tender submissions, Due Diligence and Contract Award.

This procurement represents a significant long-term investment in drug and alcohol treatment, recovery and support services across Shropshire. Through three separate lots covering treatment services, diversionary activities and lived experience recovery support, the Council is seeking providers capable of delivering services that support recovery, reduce harm and improve wellbeing for people affected by substance use across the county.
