Residential Care Services at Bronllwyn Learning Disability Residential Care Home

Rhondda Cynon Taf County Borough Council has launched a procurement for the delivery of Residential Care Services at Bronllwyn Learning Disability Residential Care Home, providing permanent residential care and short-term respite services for adults with learning disabilities.

Bronllwyn is a purpose-built residential care home located in Gelli, Rhondda Fawr, comprising 13 en-suite residential bedrooms and one dedicated respite facility. The Council is seeking an experienced provider to deliver person-centred, outcome-focused care that supports adults requiring permanent placements alongside short-term bed-based respite.

The successful provider will be expected to deliver services in accordance with Welsh legislation, including the Social Services and Well-being (Wales) Act 2014, the Regulation and Inspection of Social Care (Wales) Act 2016, and all associated guidance and codes of practice.

Service Overview

Evaluation Criteria

Tenders will be evaluated using the following criteria:

• Technical (including Social Value) – 60%
• Commercial (Price) – 40%

The Council has confirmed that the technical evaluation includes service user-specific questions and completion of a Social Value Matrix, with further details contained within the tender documentation.

Regulatory Requirements

The successful provider must ensure service delivery complies with:

• The Social Services and Well-being (Wales) Act 2014
• The Regulation and Inspection of Social Care (Wales) Act 2016
• All applicable Welsh guidance and codes of practice

Procurement Information

The procurement is being conducted using an Open Procedure under the Light Touch Regime.

The opportunity has been identified as being suitable for:

The Council has advised that the contract commencement date is dependent upon completion and handover of the new care home building. Contract values are also estimates and will depend on occupancy levels and residents’ assessed needs.
