W4170 Provision of a Resilient Communities Locality Lead in the Localities of the Borough of Walsall

Walsall Council is seeking voluntary sector and community-led organisations to deliver locality-based support aimed at strengthening the community, voluntary and faith sector (VCS) across four localities within the borough.

The procurement will appoint organisations with a strong understanding of their local communities to lead engagement, support local organisations, encourage volunteering, and strengthen collaboration with anchor organisations across Walsall.

Service Overview

The contract has been divided into four geographical lots:

  • Lot 1 – North Walsall: Bloxwich East and Blakenall Heath, Bloxwich West, Beechdale, Leamore and Reedswood, Harden, Goscote and Ryecroft.
  • Lot 2 – West Walsall: Bentley and Darlaston North, Darlaston South, New Invention, Short Heath and Willenhall.
  • Lot 3 – East Walsall: Pelsall, Brownhills, Aldridge North and Walsall Wood, Streetly, Rushall-Shelfield, Aldridge Central and South, and Pheasey Park Farm.
  • Lot 4 – South Walsall: Paddock, St Matthews, Palfrey and the Delves, and Pleck.

The successful providers will be expected to support and develop the voluntary, community and faith sector within their locality while ensuring the sector’s voice is represented within anchor organisations locally and beyond.

Buyer – Walsall Council

Deadline – 14 August 2026 – 12:00pm

Contract Value – £1,000,000 excluding VAT (£1,200,000 including VAT)

Delivery Length – 1 October 2026 to 30 September 2029, with the option to extend by two further 12-month periods until 30 September 2031.

  • £250,000 excluding VAT
  • £300,000 including VAT

Evaluation Criteria

The procurement will be evaluated using:

  • Quality – 85%
  • Price – 10%
  • Social Value – 5%
