Swindon Borough Council has launched a procurement for the provision of Swindon Integrated Sexual Health Services, seeking a single provider to deliver open-access sexual and reproductive health services across the borough.
The procurement is being undertaken through the Competitive Process of the Provider Selection Regime (PSR) Regulations and will establish a single-lot service model covering clinical services, digital access, postal testing, Long-Acting Reversible Contraception (LARC) delivered through GP practices, outreach services and prevention activity.
According to the Council, the proposed model reflects feedback from a structured Preliminary Market Engagement exercise and supports a digital-first, outcomes-based and prevention-focused approach to sexual health service delivery.
The Council has confirmed that estimated Out of Area (OOA) income has been excluded from the guaranteed contract value because it is activity-dependent and not funded through the Swindon Public Health Grant. Providers will retain any OOA income generated under national cross-charging arrangements and must reinvest it into the delivery of the commissioned service.

The opportunity is being commissioned as a single-lot contract and forms part of Swindon Borough Council’s statutory responsibility to commission open-access sexual and reproductive health services.
The Council has confirmed that Out of Area income is excluded from the guaranteed contract value as it is non-guaranteed, activity-based funding. Any income received under national cross-charging arrangements must be retained by the successful provider and reinvested into the commissioned service.
