Barnardo’s Awarded £1.4m Children’s Rights and Advocacy Contract by Leeds City Council

Leeds City Council has awarded Barnardo Services Limited a contract worth £1.4 million including VAT to deliver its Children’s Rights and Advocacy Service.

The contract is valued at £1,169,545 excluding VAT (£1,403,454 including VAT) and aims to ensure children and young people understand their rights and can access advocacy when needed. The service will also provide independent advocacy, information, advice and support for children and young people with special educational needs and disabilities, including those aged up to 25 with an Education, Health and Care Plan.

The contract is expected to run from 1 January 2027 to 31 December 2029, with a possible extension of up to 24 months until 31 December 2031, giving a potential total duration of five years.

The award decision was made on 15 October 2026 following an open procurement procedure. The contract is not expected to be signed before 9 November 2026.
