Leicestershire County Council Awards Four Domestic Abuse Service Contracts

Leicestershire County Council has awarded four contracts for the delivery of specialist Domestic Abuse Services following an open procurement process under the Light Touch Regime. The contracts support the Council’s statutory duties under the Domestic Abuse Act 2021 and will provide therapeutic, family and outreach services for victims and survivors of domestic abuse across the county.

FreeVa has been awarded Lot 1, covering a therapeutic trauma-informed counselling service for adult victims and survivors of domestic abuse, and Lot 2, providing specialist therapeutic support for children and young people affected by domestic abuse. Each contract has a value of £226,800 including VAT.

Living Without Abuse has been awarded Lot 3, delivering a countywide family support service for children and families experiencing domestic abuse, and Lot 4, providing outreach support for adult victims and survivors of domestic abuse. Each contract has a value of £372,960 including VAT.

All four contracts are expected to commence on 1 December 2026 and run until 30 November 2028, with the option to extend for up to 24 months, potentially taking the agreements through to 30 November 2030.

The services will expand access to trauma-informed counselling, specialist support for children and young people, practical family interventions and community outreach, helping victims and survivors remain safe, recover from abuse and access appropriate long-term support across Leicestershire.

The award decisions were made on 1 July 2026, with assessment summaries issued on 7 July 2026. The earliest contract signature dates are scheduled for 30 September 2026 for Lot 2 and 30 November 2026 for Lots 1, 3 and 4.
