Learning in Harmony Trust Awarded Enfield Visual Impairment Outreach Service Contract

The London Borough of Enfield has awarded a contract to Learning in Harmony Trust to deliver a Visual Impairment Outreach Service for children and young people aged 0 to 25 years with a visual impairment.

The contract has a value of £701,434 excluding VAT (£841,721 including VAT) over its full potential four-year term and is expected to commence on 1 September 2026.

The service will provide specialist outreach support, resources and training for schools, colleges and families, helping visually impaired children and young people access education alongside their peers. It will also include family support, staff training and integration with other SEND services.

Provision will be available for Enfield children and young people attending educational settings both within and outside the borough, including independent settings where a child or young person has an Education, Health and Care Plan (EHCP).

Four-Year Contract with Extension Options

The contract will run for an initial two years until 31 August 2028, with options to extend by one year plus a further one year, taking the maximum contract term to 31 August 2030.

The procurement was conducted as a one-stage open procedure under the Procurement Act 2023 and classified as a Light Touch Service. The council has also incorporated a voluntary eight-working-day standstill period, ending on 27 July 2026, before the contract can be signed.

The award notice states that the Visual Impairment Outreach Service is a statutory requirement under the Children and Families Act 2014 and the Equality Act 2010, with delivery guided by the SEND Code of Practice.

Single Tender Received

Enfield Council received one tender, which progressed to the final assessment stage. Learning in Harmony Trust was awarded the contract.
