Another Win For Banya Family Placement Agency Who Also Joins Hampshire’s Independent Fostering Framework for Children with Disabilities and Complex Healthcare Needs

Hampshire County Council has awarded a call-off contract to Banya Family Placement Agency Limited under its Independent Fostering Agencies framework to provide foster placements for Children with Disabilities and Complex Healthcare Needs.

The award forms part of the council’s wider commissioning arrangements for independent fostering agencies, which cover a range of placement types including standard foster placements, parent and child placements, children with complex or challenging behaviours, children with disabilities or complex healthcare needs, and separated children.

The council states that its priority is to secure Hampshire placements for Hampshire children and young people wherever possible, helping to maintain education, training, family contact and existing support networks.

The contract is expected to run from 21 July 2026 until 31 March 2030, with the option to extend for up to four additional years, allowing for a maximum agreement period of eight years.

Framework Remains Open to New Providers

The call-off operates under Hampshire County Council’s Independent Fostering Agencies light touch framework, which remains open throughout the life of the agreement. New providers can apply to join at any time, while existing suppliers may apply to be appointed to additional lots.

The award notice states that there is no guarantee of work for any supplier. Individual placements will be made in accordance with the process set out in the specification. Although the maximum spend for this lot is £8 million, the value published for this individual contract is £0 because the council cannot guarantee the value of placements awarded to any individual supplier.
