Leicester City Council Awards Trusted Assessor Training Contract

Leicester City Council has awarded a contract to Flex360 Ltd to develop and deliver Occupational Therapy Trusted Assessor Learning and Development training.

The programme will provide face-to-face training for staff working across the Council’s Adult Social Care and Safeguarding Division who are not part of the Occupational Therapy Service. The training is designed to help staff identify when equipment or minor adaptations can enable people to live safely and independently in their own homes without requiring specialist Occupational Therapist input.

The provider will deliver 11 full days of face-to-face training for approximately 150 to 155 staff using local venues arranged by the Council. The contract also includes the development of training resources and delivery of culturally appropriate training that reflects Leicester’s diverse communities.

The contract has a value of £35,000 excluding VAT (£42,000 including VAT) and is expected to run from 24 November 2026 to 23 February 2027.

Competitive Procurement

The contract was awarded following a below threshold open competition under the Procurement Act 2023.

A total of nine tenders were received, with seven assessed at the final stage. Of those, six were submitted by small and medium-sized enterprises (SMEs).

The award decision was made on 24 July 2026. The publication of the award notice commenced a voluntary eight working day standstill period, due to expire at midnight on 4 August 2026. The earliest date the contract may be signed is 14 November 2026.
