City of London Intends to Award £4.5m Inpatient Detoxification Contract to Framework Housing Association

The City of London Corporation intends to award Framework Housing Association a £4,527,275.66 contract for inpatient detoxification and stabilisation services under the Pan London Substance Use Programme.

The service will provide inpatient detoxification and stabilisation beds for London residents and people sleeping rough or at risk of sleeping rough, including specialist inpatient and residential medically assisted withdrawal beds.

The contract is expected to run for three years from 1 January 2027 to 31 December 2029.

Six tenders were received and assessed, with Framework Housing Association achieving the highest overall score following evaluation of the Technical and Responsible Procurement criteria.

The award decision was made on 22 September 2026. The notice is an intention to award under the Provider Selection Regime and the contract has not yet been formally awarded. The earliest date it is expected to be signed is 30 October 2026.
