Bolsover District Council Awards £650,000 Out of Hours Homelessness Service Contract

Bolsover District Council has awarded a contract to People Potential Possibilities (P3) for the provision of an Out of Hours Homelessness Service across Derbyshire and Staffordshire Moorlands.

The service will provide support and advice to service users across Derbyshire and Staffordshire Moorlands, excluding Derby City, outside normal working hours and on bank holidays.

The contract has a value of £650,000 excluding VAT (£730,000 including VAT) and is expected to commence on 29 August 2026, running until 31 July 2029. The agreement includes the option to extend for up to two additional years, potentially taking the contract through to 31 July 2031.

Supporting Homelessness Services

The contract has been commissioned on behalf of the DHOG partnership, which is seeking to provide out of hours homelessness support across the participating local authority areas.

The service will offer advice and support to people requiring homelessness assistance outside of standard council operating hours.

Procurement Process

The contract was awarded following an open procedure under the Light Touch Regime.

Two tenders were received, with one progressing to the final assessment stage. One supplier was awarded the contract.

The award decision was made on 29 July 2026, with assessment summaries issued on 31 July 2026. The standstill period concludes on 13 August 2026, with the earliest contract signature date being 28 August 2026.
