Domestic Abuse Target Hardening Service for Peterborough City Council

Peterborough City Council is seeking a provider to deliver a Domestic Abuse Target Hardening Service aimed at helping victims of domestic abuse remain safely within their own homes where it is appropriate to do so.

The requirement supports the Council’s responsibilities under the Domestic Abuse Act 2021, which places a statutory duty on local authorities to ensure the availability of safe accommodation and support for victims of domestic abuse.

The service is expected to support approximately 175 individuals across Peterborough and will focus on enhancing security measures within properties where victims have experienced domestic abuse and the perpetrator no longer resides at the address.

The successful provider will be responsible for receiving and managing referrals from a range of agencies, including the Peterborough Independent Domestic Violence Adviser (IDVA) Service, Cambridgeshire Constabulary, Cambridgeshire Victim and Witness Hub, and specialist domestic abuse and sexual violence services.

Priority must be given to high-risk victims whose cases have been, or will be, considered through the Multi-Agency Risk Assessment Conference (MARAC) process.

In addition to delivering physical security improvements, the provider will be expected to support victims with practical safety advice, identify additional support needs, maintain effective partnership working with statutory and voluntary sector organisations, and contribute to outcome monitoring and victim feedback processes.

Service Requirements

The appointed provider will be required to:

  • Respond to referrals with initial contact within two working days
  • Arrange a suitable appointment and complete required works within seven days
  • Provide practical advice to help victims remain safe and reduce repeat victimisation
  • Install and, where appropriate, fund physical security improvements
  • Deliver security measures that are reasonable, practical and proportionate to identified risks
  • Maintain records of victim contact and gather service feedback
  • Develop and maintain effective partnership arrangements with support agencies

Security and Compliance Requirements

All security upgrades must:

  • Meet recognised British Standards
  • Comply with means of escape from fire requirements
  • Be appropriate to the safety needs of the victim and the property
  • Support both practical security and emotional reassurance for victims

Evaluation Criteria

The procurement will be evaluated using the following criteria:

  • Quality – 60%
  • Price – 40%
