Rail Delivery Group has awarded a contract to Nimbus Disability to deliver the independent Decision-Making Service (DMS) supporting applications for the Disabled Persons Railcard.
The service will manage the assessment of Disabled Persons Railcard applications, reviewing supporting evidence and determining applicant eligibility in line with the scheme’s published criteria and rules. The service will operate within Rail Delivery Group’s existing CRM infrastructure and focuses solely on application processing and decision-making. Customer contact handling, including inbound calls, webchat and general enquiries, is specifically excluded from the contract.
The contract is valued at £1.75 million including VAT and is expected to commence on 5 October 2026, running until 4 October 2029. The agreement includes options to extend for up to two additional years, in one-year increments, potentially taking the contract through to 3 October 2031.
The procurement was conducted using an open procedure under the utilities regime. A total of five tenders were received, with four progressing to the final assessment stage. Three final tenders were submitted by SMEs and one by a voluntary, community or social enterprise (VCSE).
Nimbus Disability will deliver the service across the United Kingdom, providing independent eligibility assessments for applicants seeking to purchase a Disabled Persons Railcard.
