Kensington & Chelsea Extends Learning Disability Housing Care and Support Contracts

The Royal Borough of Kensington & Chelsea has awarded a series of direct contracts to ensure the continued delivery of supported housing and residential care services for adults with learning disabilities while new contractual arrangements are mobilised.

The awards have been made under the light touch regime using a direct award procedure, with the council citing extreme and unavoidable urgency. The authority said the short-term awards are necessary to maintain statutory services while mobilisation of newly procured housing care and support contracts is completed.

Four contracts have been awarded:

• Learning Disability Network has been awarded a £766,848 excluding VAT (£920,217 including VAT) contract for the Supported Housing Service at Piper House. The contract is due to run from 1 August 2026 to 30 September 2026.
• Certitude has been awarded a £1,458,106 excluding VAT (£1,749,727 including VAT) contract for Supported Housing Services at Southwood House, Westgate Terrace and Lancaster Road. The contract is also expected to run from 1 August 2026 to 30 September 2026.
• Look Ahead has been awarded a £397,054 excluding VAT (£476,465 including VAT) contract for the Supported Housing Service at Amy Garvey House, running from 1 August 2026 to 30 September 2026.
• Certitude has also secured a £2,495,426 excluding VAT (£2,994,511 including VAT) contract for Residential Care at St Quintin and Barlby Road. This agreement is due to run from 1 August 2026 to 31 March 2027.

The council said the direct awards will ensure uninterrupted access to supported housing and residential accommodation for adults with learning disabilities, allowing it to continue meeting its statutory responsibilities while the mobilisation of the new service arrangements is completed.
