Rossendale Borough Council Awards Refugee Support Contract to Local Charity

Rossendale Borough Council has awarded the contract for its Rossendale Resettler Support and Signposting Service (LRSSS) to Rossendale Refugee Support Group (RRSG).

The contract covers the provision of a refugee, asylum seeker and resettler support and signposting service across Rossendale. The service includes weekly drop-in sessions at two locations, casework support, referrals, integration support, signposting services, and access to monthly immigration advice delivered through an appropriately accredited adviser.

The contract has been awarded with a value of £119,889 excluding VAT (£143,866.80 including VAT).

The initial contract is expected to run from 1 August 2026 until 31 July 2027, with Rossendale Borough Council holding the option to extend the agreement once for up to a further 12 months, potentially taking the contract through to 31 July 2028. The extension is subject to satisfactory contractor performance, continued service need and the availability of funding.

Competitive Procurement

The contract was awarded following a competitive flexible procedure.

Two tenders were received and assessed at the final stage. Both submissions were from small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

Awarded Supplier

The successful supplier is Rossendale Refugee Support Group (RRSG), a registered charity based in Haslingden, Lancashire. The organisation is both an SME and a VCSE.
