Social Care Wales has awarded two contracts to support the delivery of its programme for embedding positive cultures in residential adult social care services across Wales.
The procurement covers the co-design and testing of a leadership support programme and associated tools, alongside an independent evaluation and impact assessment of the programme.
Lot 1 has been awarded to Basis Ltd for the co-design and testing of a leadership support programme and tools for nurturing positive cultures across adult social care providers in Wales.
The contract includes working with six pilot sites to co-design and test a new support service, develop a Theory of Change, deliver testing activities including coaching and mentoring, assess positive cultures throughout the programme, and produce reports to support future development and potential scale-up.
The contract has been awarded with a value of £119,200 excluding VAT (£143,040 including VAT) and is expected to run from 3 August 2026 until 31 March 2027.
Lot 2 has been awarded to Opinion Research Services Ltd to provide an independent evaluation and impact assessment of the leadership support programme and associated tools.
The evaluation will assess programme delivery, outcomes, learning and early impact, while measuring changes in leadership, wellbeing, culture, practice and collaboration. The supplier will also develop an evaluation framework and provide recommendations to inform future policy, practice improvement and potential wider roll-out.
The contract has been awarded with a value of £37,282.07 excluding VAT (£44,738.49 including VAT) and is expected to run from 3 August 2026 until 2 July 2027.
Both contracts were awarded following an open procurement procedure.
For Lot 1, ten tenders were received, with nine assessed at the final stage. Eight final-stage submissions were from SMEs and one was from a VCSE.
For Lot 2, seven tenders were received and assessed at the final stage. Six submissions were from SMEs and two were from VCSEs.
