Wrexham Council Appoints Childcare Providers to New Flying Start and Early Education Arrangements

Wrexham County Borough Council has awarded places to childcare providers under a new procurement for the delivery of Flying Start and Non-Maintained Funded Early Education services across the county borough.

The procurement establishes a compliant route for an unlimited number of suitably qualified and experienced childcare providers to deliver funded childcare under two separate lots.

Under Lot 1 – Flying Start, 61 providers have been appointed to deliver childcare services for eligible children. The arrangement has an estimated value of £12 million and is due to run from 1 September 2026 until 31 October 2030, with the option to extend annually for up to two additional years, potentially taking the agreement through to 31 August 2032.

Under Lot 2 – Non-Maintained Early Education, 34 providers have been appointed. This arrangement has an estimated value of £1.454 million and is expected to run from 1 September 2026 until 31 August 2030, with the same option for annual extensions of up to two years.

The procurement was designed to create an ongoing route to market, with the council confirming that the tender will be reopened annually, allowing additional childcare providers to apply during the lifetime of the arrangements.

Competition was strong across both lots. The Flying Start lot attracted 68 tenders, with 61 providers appointed, while the Non-Maintained Early Education lot received 42 tenders, resulting in 34 successful providers.

Both contracts are expected to be signed following the standstill period ending on 17 July 2026.
