Telford & Wrekin Council has awarded a new contract for the provision of Adult Statutory Advocacy Services to POHWER, bringing together several statutory advocacy functions under a single agreement. The award will support the council in meeting its legal duties to provide advocacy for eligible adults who have substantial difficulty engaging with care, health and support processes, or who lack the capacity to do so and have no appropriate individual to represent them.
The service will cover Independent Mental Capacity Advocacy (IMCA), including Deprivation of Liberty Safeguards (DoLS) and Relevant Individual’s Representative (RPR) services, Care Act Independent Advocacy, and the Independent Health Complaints Advocacy Service.
The contract has a value of £550,000 and is expected to commence on 1 October 2026, running until 31 March 2031, with options to extend for up to a further year, potentially taking the contract through to 31 March 2032.
The procurement was conducted as a below-threshold open competition under the Light Touch Regime. Two tenders were received and assessed, with POHWER selected as the successful provider.
The council said the service aims to empower individuals by protecting their rights, supporting informed decision-making, promoting wellbeing, and ensuring people’s wishes are fully considered throughout care, health and support processes.
