South London HIV Peer Support and Advice & Advocacy Services

NHS South East London Integrated Care Board and NHS South West London Integrated Care Board are seeking a provider or group of providers to deliver HIV peer support and advice and advocacy services across South London.

The services will form part of post-diagnosis support for people living with HIV who have been diagnosed through the Emergency Department Blood-Borne Virus (BBV) Opt-Out Testing Programme.

Partnership and consortium bids are encouraged, with the commissioners seeking collaborative approaches that make use of expertise and strengthen engagement across the HIV voluntary and community sector.

Service Requirements

The commissioned service will provide a standardised in-clinic peer support offer across South London, operating as an integral part of multidisciplinary teams within HIV clinics.

Advice and advocacy services will also support clients with wider needs, including:

  • Housing
  • Finances
  • Immigration advice
  • Signposting to drug and alcohol services where applicable
  • Signposting to mental health services where applicable

The service is intended to provide equitable access to peer support and advice and advocacy, helping people develop a greater understanding and acceptance of their HIV diagnosis.

The commissioners are seeking services that improve engagement with care and health-related quality of life outcomes, while helping to reduce onward transmission of HIV.

Providers will also be expected to:

  • Support increased retention in care and access to effective HIV treatment
  • Follow the National Standards in HIV Peer Support guidance
  • Improve the skills, knowledge and confidence of people living with HIV
  • Support efforts to tackle HIV-related stigma
  • Implement robust outcome measurement and data reporting

Services will cover areas including Wandsworth, Lewisham and Southwark, Lambeth, Bexley and Greenwich, Bromley, Croydon, Merton, Kingston upon Thames and Sutton, and Hounslow and Richmond upon Thames.

Buyer: NHS South East London Integrated Care Board and NHS South West London Integrated Care Board

Deadline: 18th September 2026 at 11:59pm

Contract Value: £734,480 excluding VAT / £881,376 including VAT (estimated)

Delivery Length: 14 months from 1st February 2027 to 31st March 2028, with the option to extend for a further 12 months to 31st March 2029

Provider Requirements

Providers must demonstrate:

  • Experience delivering services for people living with HIV
  • Commitment to equity, inclusion and anti-racist practice
  • Capacity to manage subcontracting and multi-site service delivery
  • Strong governance arrangements
  • Appropriate safeguarding arrangements
  • Suitable data systems

The opportunity is identified as particularly suitable for voluntary, community and social enterprise (VCSE) organisations.

The opportunity provides a significant route for organisations experienced in HIV support to contribute to post-diagnosis services across South London, combining peer-led support with practical advice and advocacy to improve engagement with treatment and wider outcomes for people living with HIV.
