Young Carers services across Camden and Islington

The London Borough of Camden and London Borough of Islington are seeking a provider to deliver statutory and preventative Young Carers services across both boroughs.

The contract will support children and young people aged between five and 17 who provide care for a parent or another family member who may have a physical or learning disability, long-term illness, mental ill health, or drug and/or alcohol problems.

The Councils state that young carers should have choice, be treated as individuals and receive appropriate, co-ordinated support from relevant agencies. Children and young people should also have opportunities to participate in the planning and delivery of services.

Service Requirements

Providers will need to demonstrate the experience, skills, resources and organisational capability required to successfully deliver a Young Carers service across Camden and Islington.

Evidence of technical capability may include:

  • Previous relevant contracts and references.
  • Appropriate staffing arrangements.
  • Safeguarding procedures.
  • Quality management systems.
  • Experience of partnership working.

Equivalent qualifications, accreditations, standards and other evidence of competence will be accepted where these demonstrate an equivalent level of capability.

Tenderers must also be legally constituted organisations with sufficient capacity and resources to deliver the contract. They must demonstrate appropriate financial standing and organisational capability and must not be subject to applicable exclusion grounds under the Procurement Act 2023.

The successful provider will be required to hold the insurance levels specified within the procurement documents before the contract begins.

The opportunity has been identified as particularly suitable for SMEs and voluntary, community and social enterprises.

The initial contract is expected to run from 1 February 2027 until 31 January 2030.

The Councils have the sole discretion to extend the agreement by up to 24 months, or any period within those 24 months, where service performance is satisfactory and there is a business need to retain the services. If the full extension is exercised, the contract could continue until 31 January 2032.

The estimated contract value is £968,792 excluding VAT and £1,210,990 including VAT.

Evaluation Criteria

Tenders will be evaluated using the following weightings:

  • Quality – 60%
  • Price – 40%

The estimated award decision date is 7 November 2026.

Performance and Contract Management

Payments will be made monthly in arrears, subject to satisfactory performance and the submission of valid invoices and required performance information.

Service delivery will be monitored through Key Performance Indicators covering:

  • Access.
  • Outcomes.
  • Safeguarding.
  • Service quality.
  • Equality.
  • Participation.
  • Social value.

The Councils have identified a number of factors that could affect contract delivery, including changes in service demand and referral volumes, funding or commissioning arrangements, legislation and policy, complexity of service-user needs, workforce recruitment and retention, TUPE, mobilisation and transition.

Other identified considerations include changes to partnership arrangements involving health, education, social care or voluntary sector organisations, alongside safeguarding, technology, information governance and operational requirements.

Procurement Process

The opportunity is being procured through an open procedure under the light touch regime.

All procurement communications, clarification questions and tender submissions must be made electronically through the Proactis (ProContract) e-Tendering Portal. The Councils will only accept tenders submitted through this system.

The opportunity provides a potential five-year commissioning arrangement for organisations experienced in supporting young carers, with a focus on co-ordinated services, safeguarding, individual outcomes and effective partnership working across Camden and Islington.
