Domestic Abuse and Safe Accommodation Service

London Borough of Harrow is inviting tenders for the provision of its Domestic Abuse Service, covering community-based support for victims and survivors alongside safe accommodation and refuge services.

The opportunity has been divided into two lots, with organisations able to tender for one or both. Successful providers will be expected to work collaboratively with the Council and other partners to support the delivery of a cohesive domestic abuse service across the borough.

Lots Available

Lot 1 – Domestic Abuse Support Service: Strategic Coordination and Direct Support to Domestic Abuse Victims/Survivors

This lot covers strategic coordination and direct support for people affected by domestic abuse.

The service will include:

  • Community outreach, including Independent Domestic Violence Advisor (IDVA) provision
  • Domestic abuse casework and safety planning
  • Multi-Agency Risk Assessment Conference (MARAC) coordination
  • A Service Manager responsible for overseeing delivery
  • Domestic abuse awareness training for key Council stakeholders

The provider will be expected to deliver effective and timely support, achieve outcomes for service users, develop its workforce and continue adapting services to meet changing needs.

Partnership working with Council departments will also form an important part of the service.

Estimated Lot Value: £1,909,537 excluding VAT

Lot 2 – Safe Accommodation: Refuge Support and Management and Floating Support

This lot covers the management and delivery of safe accommodation and associated support for women and children escaping domestic abuse.

The service will include:

  • Management of a six-bed refuge providing hostel accommodation and support for women and their children
  • A full-time Refuge Worker
  • Floating support providing information and practical assistance to female residents and their children living independently within Harrow or in Council-provided accommodation elsewhere
  • A Refuge Manager responsible for the refuge worker and floating support provision

The services are being commissioned as part of London Borough of Harrow’s wider Putting Residents First ambition.

Estimated Lot Value: £486,398 excluding VAT

Buyer: London Borough of Harrow

Deadline: 15th Oct 2026 12:00

Contract Value: £2,395,935 excluding VAT

Delivery Length: 3 years, with the option to extend for up to a further 2 years in 1-year periods, subject to funding availability

Contract Dates: 1st Apr 2027 – 31st Mar 2030, with a possible extension to 31st Mar 2032

The deadline for procurement enquiries is 7th October 2026 at 11:59pm, with an estimated award decision date of 10th December 2026.

Evaluation Criteria

Tenders will be evaluated using the following award criteria:

  • Quality – 90%
  • Price – 10%

The procurement is being conducted through an open procedure under the light touch regime.

Supplier Participation

The opportunity has been identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

The contract represents a significant commissioning opportunity for organisations delivering specialist domestic abuse, IDVA, refuge and floating support services, with provision spanning both community-based intervention and safe accommodation across Harrow.
