Early Learning, Childcare and Brokerage Services

Dumfries and Galloway Council has reopened its Flexible Framework for Early Learning, Childcare and Brokerage Services, providing opportunities for childcare providers to deliver funded provision across the region.

Providers meeting the required standards, legislation and Council requirements, and accepting the specified rates and contract terms, can be admitted to the framework. Existing framework providers do not need to reapply.

Lots

Lot 1 – ELC – Private and Third Sector Settings (excluding Childminders)
Funded early learning and childcare provision delivered through private and third-sector settings.

Lot 2 – ELC – Childminders
Funded provision delivered through eligible childminders.

Lot 3 – Childcare Brokerage
Childcare brokerage provision, with placements expected to commence from Q3 2027.

Providers may tender for all lots.

The framework operates under the Light Touch regime and may include up to 100 providers. It reopens annually, creating recurring opportunities for eligible early learning, childcare and brokerage providers across Dumfries and Galloway.
