The London Borough of Tower Hamlets intends to award Newton Europe Limited a £515,000 contract to undertake a comprehensive diagnostic of health and adult social care.
The work will produce a business case and delivery plan for the transformation of adult social care, identifying opportunities to improve outcomes for residents and reduce spending on specific pathways while continuing to meet eligible care needs and statutory duties.
The commission comes as the council reports sustained growth in demand for adult social care, increasing complexity of needs and rising unit costs of care.
The contract is valued at £515,000 excluding VAT (£618,000 including VAT) and is expected to run from 1 November 2026 to 2 February 2027.
Newton Europe Limited is the sole supplier named in the notice, with the contract being awarded through a below-threshold procedure without competition.
The earliest date the contract is expected to be signed is 31 October 2026.
