Homeless Link Awarded Surrey Supported Housing Strategy Contract

Mole Valley District Council, acting on behalf of Surrey County Council and the county’s 11 district and borough councils, has awarded a contract to develop new supported housing strategies ahead of local government reorganisation in Surrey.

The contract will see Homeless Link deliver a comprehensive mapping and needs assessment of supported housing services used by the 12 local authorities. The assessment will cover services primarily within Surrey, although some provision procured outside the county will also be included.

Following the assessment, Homeless Link will produce two supported housing strategies—one for the newly formed East Surrey organisation and one for West Surrey. The new organisations are due to come into effect on 1 April 2027.

The contract has a value of £166,600 excluding VAT (£199,920 including VAT) and is expected to run from 1 September 2026 to 31 March 2027.

Procurement Overview

The contract was awarded following an open procedure, with seven tenders received and assessed. Six submissions came from small and medium-sized enterprises (SMEs) and one from a voluntary, community and social enterprise (VCSE).

The award decision was made on 4 August 2026, with the earliest contract signature date scheduled for 24 August 2026.
