Three Providers Appointed to Wrexham Emergency Support Worker Framework

Wrexham County Borough Council has awarded a new framework agreement for the provision of emergency support worker staff to help maintain the continuity of frontline Adult Social Care and Children and Family Services during periods of urgent demand.

The framework has been established to provide rapid access to suitably qualified, experienced and regulated staff where emergency support is required at short notice, including in response to unplanned absences, increased service demand and critical incidents. In some cases, providers may be required to supply staff with less than 24 hours’ notice, including outside normal working hours.

The agreement covers emergency staffing across a range of services, including the Emergency Duty Team, Children and Young People’s Services, Adult Social Care, residential and supported living settings, and family and community support services. While primarily supporting services within Wrexham County Borough, staff may also be required to work outside the county where necessary to support statutory duties or continuity of care.

The framework has an estimated value of £3.2 million excluding VAT (£3.84 million including VAT) and is scheduled to run from 1 September 2026 to 31 August 2028, with the option to extend annually for a further two years until 31 August 2030.

The contract was awarded following an open procedure, with 13 tenders received and assessed. Of these, 10 were submitted by small and medium-sized enterprises (SMEs). Three suppliers were awarded places on the framework.

The award decision was made on 3 August 2026, with the earliest contract signature date scheduled for 21 August 2026.
