Norfolk County Council Awards Supervised Toothbrushing Programme Contract

Norfolk County Council has announced its intention to award a contract worth £482,083 to Community Dental Services CIC to deliver the national Supervised Toothbrushing Programme across selected early years settings in Norfolk.

The programme will target children aged 3–5 in settings identified by Public Health using deprivation data. The appointed provider will coordinate the programme, engage with participating settings, provide staff training, oversee data reporting and undertake quality assurance activities.

The contract was procured under the Health Care Services (Provider Selection Regime) Regulations 2023 using the competitive procedure. The council said the successful provider achieved the highest combined quality and price score, submitting a clear and comprehensive delivery model covering engagement, training, staffing, incentive funding and quality assurance. The bid also demonstrated good value for money, a strong collaborative approach, and addressed health inequalities and access.

The contract is expected to commence on 1 September 2026 and run until 31 August 2029, with the option to extend for up to 24 months, taking the potential end date to 31 October 2031.

Three tenders were received and assessed during the procurement, with two submitted by small and medium-sized enterprises. Community Dental Services CIC was selected as the successful provider following the evaluation.

The award decision was made by the Assistant Director of Public Health Commissioning on 4 August 2026. The council confirmed that no conflicts of interest were declared. The earliest date the contract can be signed is 18 August 2026.
