Chelmsford City Council Awards Temporary Accommodation Contracts Across Two Lots

Chelmsford City Council has awarded contracts for the provision of temporary accommodation to five supplier appointments across two lots, securing a fixed-price supply of accommodation to help meet growing demand for homelessness services.

The contracts will complement the council’s existing dynamic purchasing system, which supports the short-term ad hoc purchase of temporary accommodation. The new fixed-term arrangements are intended to provide a dedicated supply stream of properties for at least the next two years.

Lot 1 covers temporary accommodation within Chelmsford (Zone A) and provides access to 100 mixed-size units. Contracts have been awarded to Housing Action Management Ltd, Nickholds Property Management and Property Stop Limited. The lot has a contract value of £500,000, including VAT.

Lot 2 covers temporary accommodation in neighbouring areas including Braintree, Maldon, Rochford, Basildon, Epping and Uttlesford (Zone B), also providing 100 mixed-size units. Contracts have been awarded to Housing Action Management Ltd and Nickholds Property Management. The lot has a contract value of £500,000, including VAT.

The procurement was carried out using a two-stage competitive tendering procedure under the competitive flexible procedure. For Lot 1, eight tenders were received, with three progressing to the final assessment stage. For Lot 2, seven tenders were received, with two reaching the final stage.

The award decision for both lots was made on 30 July 2026, with assessment summaries issued to tenderers on 31 July 2026. The standstill period is due to end on 14 August 2026, with contracts expected to be signed from 17 August 2026.

Both contracts are expected to commence on 20 August 2026. Lot 1 will run until 19 August 2028, while Lot 2 is scheduled to conclude on 18 August 2028.
