Home Office Awards £640m Modern Slavery Victim Support Contract

The Home Office has awarded The Salvation Army Trustee Company a major contract to provide support for victims of modern slavery across England and Wales.

The new Support for Victims of Modern Slavery (SVMS) service will replace the existing Modern Slavery Victim Care Contract and provide temporary, needs-based support to adult victims of exploitation and trafficking identified through the National Referral Mechanism.

Services will include dedicated support workers, safe accommodation for eligible service users, financial support, psychological assistance, transport, translation and interpretation, and digital tools designed to improve access to information and support.

The initial contract will run from 13 October 2026 to 12 October 2032 and has an initial value of £401,860,997. The Home Office has the option to extend the agreement by up to three years, potentially taking it through to 12 October 2035, with a maximum estimated value of approximately £640 million.

Four tenders were received and assessed, with The Salvation Army Trustee Company selected as the successful supplier. Mears PLC, Migrant Help and Palladium International Limited were unsuccessful.

The award decision was made on 22 September 2026, with the contract expected to be signed no earlier than 13 October 2026. The procurement was conducted using a competitive flexible procedure.
