Wigan and Leigh Churches Association for Family Welfare Secures £250,000 Advocacy Deal

Wigan Council has awarded a contract for the provision of Children’s Advocacy Services to Wigan and Leigh Churches Association for Family Welfare.

The contract, valued at £250,000 including VAT, will provide independent advocacy for children and young people, helping them express their views, understand their rights and participate in decisions affecting their lives.

The service may support children in care, care leavers, homeless young people aged 16 and 17, and young people involved with social care or safeguarding processes.

The contract is expected to run from 7 December 2026 to 6 December 2029, with two optional 12-month extensions potentially taking the agreement through to 6 December 2031.

Three tenders were received for the lot, with two progressing to the final assessment stage.

The Children’s Advocacy contract formed Lot 3 of Wigan Council’s Integrated Advocacy Service procurement. Lots 1, 2 and 4, covering Mental Health Advocacy, Care Act Advocacy and Health Advocacy respectively, were cancelled and will not be awarded.
