Havering Awards Adult Commissioned Placements Framework

London Borough of Havering has awarded its new Adult Commissioned Placements Framework, establishing a four-year arrangement to provide care and support services for adults requiring specialist placements across the borough.

The framework is designed to support adults who require personalised care services, including homecare, supported living and care home placements. The council said the initiative aims to ensure individuals receive appropriate care and support to enhance their quality of life, wellbeing and independence.

The framework will run from July 2026 until July 2030 and is divided into three lots covering Homecare Services, Supported Living Services and Care Home Services.

Homecare Services

Lot 1 covers homecare services delivered within an individual’s own home, supporting people to live independently through a range of health, personal and social care services.

A total of 15 providers have been appointed to the lot:

Supported Living Services

Lot 2 covers supported living services for adults who require support to live independently within their own homes. The services include personal care delivered separately from housing arrangements and are intended to help individuals exercise greater choice and control over their living arrangements and support.

The following 20 providers have been appointed:

Care Home Services

Lot 3 covers care home services for older people and individuals with specialist needs who are no longer able to live independently. The services are intended to provide high-quality, person-centred care within a safe and supportive environment.

Framework Details

The award decision was made on 11 June 2026, with assessment summaries issued to tenderers on 23 June 2026. The standstill period is scheduled to conclude on 2 July 2026, with contracts expected to commence on 3 July 2026.

The framework carries a total value of £500 million excluding VAT (£600 million including VAT). Framework values may be shared across multiple lots.

For Lot 1, the council received 135 tenders, with 107 progressing to final assessment. Of these, 102 submissions were received from small and medium-sized enterprises and one from a voluntary, community and social enterprise organisation.
