Southend-on-Sea City Council has awarded a contract to Homeless Action Resource Project (HARP) for the delivery of a Rough Sleeping Rapid Assessment Hub and Outreach/InReach Service.
The contract has a value of £423,252.29 including VAT and has been awarded through a direct award procedure.
The agreement is due to commence on 21 July 2026 and will run until 31 March 2027.
Funded through the Government’s Rough Sleeping Initiative (RSI), the service will provide a minimum 12-bed supported Rapid Assessment Hub for people sleeping rough or at risk of rough sleeping, alongside outreach and in-reach services to identify, engage and support individuals into accommodation and appropriate services.
The contract also includes assessment, housing-related support, safeguarding, partnership working, referral management and the coordination of move-on pathways, helping to prevent a return to rough sleeping while supporting the Council’s wider objectives to reduce homelessness across the city.
The award decision was made on 8 July 2026, with the earliest contract signature date scheduled for 21 July 2026.
