Turning Point (Services) Limited
Wales
Carmarthenshire County Council has appointed Children in Wales to provide Safeguarding Group B and Group C training.
The training will support the council’s statutory duty to ensure external service users, including childcare providers across Carmarthenshire, receive appropriate and accredited mandatory safeguarding training.
The provision will be coordinated by the council’s Learning & Development Team.
The contract is valued at £144,000 excluding VAT and is expected to run from 4 January 2027 to 3 January 2029. It can be renewed annually for further 12-month periods, up to a maximum total contract period of five years, subject to available budget, continued funding, satisfactory performance and agreement by both parties.
There may also be an option for the council to run additional courses relating to Safeguarding Group B and C.
Three tenders were received and assessed at the final stage, with all three submitted by SMEs and two by voluntary, community and social enterprises.
Children in Wales was the sole supplier appointed following a below-threshold open competition under the light touch regime.
The award decision was made on 19 August 2026.
