Bradford District Care NHS Foundation Trust Set to Deliver Smoking Support Service for Community Mental Health Teams

City of Bradford Metropolitan District Council has announced its intention to award a contract for the provision of Smoking Support within Community Mental Health Teams to Bradford District Care NHS Foundation Trust under the Provider Selection Regime (PSR) Most Suitable Provider Process.

The service will provide evidence-based smoking cessation and harm-reduction support for people receiving care from five Community Mental Health Teams across the Bradford District. The aim is to reduce smoking-related harm and tackle health inequalities among people with long-term and severe mental health conditions, where smoking rates remain disproportionately high.

The service will include behavioural support delivered by trained Level 2 Stop Smoking Practitioners, access to nicotine replacement therapy and vapes through agreed local arrangements, and the recording of interventions and outcomes through Quit Manager. Delivery will align with NICE NG209 guidance, local stop smoking pathways and existing Community Mental Health Team provision.

The council identified Bradford District Care NHS Foundation Trust as the Most Suitable Provider after assessing providers against the Basic Selection Criteria and five ranked key criteria covering access and health inequalities, integration and sustainability, quality and innovation, value, and social value. The assessment found the Trust demonstrated existing experience of delivering smoking cessation support within secondary mental health services, access to relevant clinical systems, commitment to using Quit Manager, and the ability to provide leadership, governance and training.

The contract has an estimated value of £200,000 excluding VAT (£220,000 including VAT).

The initial contract term is expected to run from 31 July 2026 until 30 January 2028, with the option to extend for up to a further 12 months, subject to satisfactory performance and budget availability.

The procurement was undertaken under the Health Care Services (Provider Selection Regime) Regulations 2023 using the Most Suitable Provider Process.
