POWHER Awarded £2.22m Advocacy Services Contract for Brent and Harrow

POWHER has been awarded a £2,224,357.55 contract, excluding VAT, to deliver statutory advocacy services for the London Borough of Brent and the London Borough of Harrow.

The contract covers Care Act Advocacy, Independent Mental Health Advocacy (IMHA), Independent Mental Capacity Advocacy (IMCA) and Relevant Person’s Paid Representative (RPPR) services. The provision supports individuals who need assistance to have their voices heard and their preferences recognised in decisions about their care, medical treatment and living arrangements.

The contract has an estimated start date of 1 December 2026 and will run until 30 November 2029, with an option for a single two-year extension until 30 November 2031, subject to satisfactory performance and the continued requirement for the service.

The award decision was made on 3 November 2026, with the earliest contract signing date set for 30 November 2026.
