Bradford Cyrenians Awarded £1m Care Leavers Accommodation and Support Contract

Bradford Children & Families Trust intends to award Bradford Cyrenians Limited a £1m contract to provide step-down accommodation and support for care leavers aged 18 and over.

The service will provide suitable accommodation alongside flexible, person-centred housing-related support for young people transitioning towards independent living. Support will include tenancy sustainment, budgeting, education, training and employment, health and wellbeing, community integration and preparation for independent living.

The provider will be responsible for sourcing, managing and maintaining suitable accommodation within the agreed geographical area. Capacity will increase through phased mobilisation, from up to 20 accommodation units in the first year to 30 in year two, 35 in year three and 40 in year four, subject to demand and individual placement requirements.

The proposed contract is valued at £1m including VAT (£1m excluding VAT). The Trust intends to make the direct award under section 43 of the Procurement Act 2023, following an unsuccessful competitive procurement in which no suitable tender was received.

The award decision was made on 28 October 2026, with the earliest contract signing date set for 16 November 2026. The estimated contract period runs from 1 December 2026 to 30 November 2030, with an option to extend for a further two years, potentially until 30 November 2032.

Any extension will be subject to satisfactory performance, continued service demand, available funding and the Trust’s relevant approvals. The proposed extension does not represent a commitment to extend beyond the initial four-year term.
