Gloucestershire Refugee Support Service 2026

Gloucestershire County Council, on behalf of the Gloucestershire Strategic Migration Partnership (GSMP), is seeking a single provider to deliver support services for refugees across Gloucestershire.

The contract is estimated to be worth up to £1.5 million and will initially run for three years from 1 January 2027, with the option for two further one-year extensions.

Service Requirements

The procurement covers the delivery of refugee support services across Gloucestershire.

The Council expects funding to reduce over the life of the contract in line with forecast reductions in demand for the service.

However, the contract will include flexibility to increase funding and service capacity if refugee arrivals exceed current forecasts and demand rises above anticipated levels.

The opportunity has been identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

Evaluation Criteria

Tenders will be evaluated using the following weightings:

• Quality – 60%
• Price – 25%
• Social Value – 15%

The procurement will also include a Selection Questionnaire (SQ) stage covering technical ability conditions of participation.

The Council intends to appoint a single supplier through an Open Competitive Selection Process under the Procurement Act 2023 Light Touch Regime.

The opportunity provides organisations delivering refugee support with a long-term commissioning opportunity across Gloucestershire, with the contract structured to respond to changes in refugee arrivals and service demand during its term.
